OSS Fire starter.

This fire starter, was designed by Dr. Louis Fieser as Fire starter M1.Originally, it was filled with Napalm, and could be ignited by a matchhead, and burn for four to six minutes.
This one is cleaned up.
Very hard to find item today, as all OSS items are.
